+ What is the environmental impact of building on a landfill?

The current Closure Plan outlines how the landfill is capped and closed allowing us to convert it into a 79-acre park. The Post Closure Plan covers maintenance of the landfill to include monitoring of ground water as well as other impact areas. DEQ requires continuous monitoring for 10 years, and if there are issues, we are required to take mitigation actions.

+ What impact will this project have on traffic in Dumfries?

We are making several improvements designed to improve traffic flow around The Rose Gaming Resort. First, we are adding a new traffic light at the intersection of Colonial St. and Main St. This light will help control traffic to and from the park and the resort. We are also extending the northbound left-turn lane on Fraley Blvd. and we are adding a traffic island designed to enhance vehicle movements at the intersection of Canal St. and Fraley Blvd. We are also working with another developer to complete the extension of Potomac Shores Parkway from the intersection of Route 1 and Route 234 to the east to the ultimate new connection with Route 1.

+ Can you tell us more about the jobs and overall economic impact?

The Rose would create 500 new jobs and generate a potential $35.5 million in annual tax revenue for Virginia, Prince William County and the Town of Dumfries, according to an independent economic impact report authored by Dr. Terry Clower of George Mason University. The Rose has the potential to bring dollars Virginians spend at the MGM Grand in Maryland back to the Commonwealth, allowing Virginia to recapture a sizable share of the entertainment spending, and associated positive economic impact, that currently is lost to other states.

+ Specifically, how will the Rose financially impact the Town of Dumfries?

The projected impact is approximately $11 million a year in new tax revenue to the Town of Dumfries and $6.7 million to Prince William County. To put this in perspective, the entire yearly budget for Dumfries today is approximately $5 million. This project will triple the town’s revenue budget without raising taxes.

+ How long from when you start this project will it take to reach the grand opening?

The Rose Gaming Resort is projected to open in September 2024.

+ Who will be responsible for the public park upkeep?

Colonial Downs Group, as the developer and parent company of The Rose, will be responsible for maintaining the park for the first 10 years or until post-closure care on the landfill has been completed. At that time, the park will be dedicated to the Town of Dumfries.

+ Will the Rose have table games like a traditional casino?

No. The Rose will not be a casino. Under Virginia law, casinos are only allowed in the localities of Bristol, Danville, Portsmouth, Norfolk and Richmond. Therefore, The Rose will not have table games or traditional slot machines. The Rose will have historical horse racing (HHR) games.

+ WILL WE BE ABLE TO BRING OUR CHILDREN TO THE RESTAURANTS?

There will be several great restaurants in the facility that will be accessible to those under 21. These restaurants will be available off the hotel lobby. Guests under 21 will not be permitted on the gaming floor and as such will not have access to the Sports Bar or our upscale dining venue.

+ What are the Park hours of operation?

Park hours from are from dawn to dusk.

+ How many stories will the hotel be, and what will parking look like?

The hotel would be seven stories tall (six stories of guest rooms). There will be ample parking in the adjacent parking garage.

+ WHEN WILL YOU BE OPEN?

We will be open 24 hours per day and seven days a week except for isolated periods when we may close down for a short period for maintenance or to address other business needs.

+ Will there be barbeque areas in the Park?

No, there will be no BBQ area in the park due to regulatory and town guidelines, no open flame is permitted in the park.
